The understanding of chemical reactivity constitutes the foundation of organic synthesis for pharmaceuticals, the understanding of aging processes in organisms of all genetic types, the free radical etching of increasingly miniaturized electronics, the structure and evolution of planetary systems in the universe, and the toxicity of photo-oxidant attack on organic effluents from the rapid build-up of developing economies world-wide. It is thus imperative that molecular level control of electronic barrier heights be better understood and that a predictive framework be developed.
